Role Purpose

The Japan Technical Manager is responsible for the safe, reliable, and compliant operation of mission‑critical engineering systems across CBRE‑managed data centre and critical environment facilities in Japan.

This role provides technical leadership, operational assurance, and client interface at a country level, ensuring engineering operations meet CBRE standards, client requirements, and Japanese regulatory obligations, while supporting service excellence, risk reduction, and continuous improvement.


Key Objectives

  • Ensure 100% plant availability and uptime across Japan portfolios through best‑practice engineering operations
  • Act as the technical authority for data centre mechanical & electrical (M&E) systems
  • Support account performance, contractual compliance, and profitable growth
  • Represent CBRE as a trusted technical advisor to clients and stakeholders
  • Embed CBRE’s Critical Environment Risk Management (CERM™) framework into daily operations

Key Responsibilities

Technical & Operational Leadership

  • Provide hands‑on technical oversight of critical M&E infrastructure, including:
    • HV/LV electrical systems
    • UPS, generators, switchgear
    • HVAC, chilled water, CRAH/CRAC systems
    • BMS / EPMS / fire and life‑safety systems
  • Act as the technical escalation point for site teams during incidents and complex engineering issues
  • Ensure all maintenance activities comply with CBRE standards, client specifications, and statutory requirements

Risk, Reliability & Compliance

  • Lead implementation and ongoing adoption of the CERM™ model across Japan sites
  • Ensure effective Change Management / Change Control processes are in place and followed
  • Support Root Cause Analysis (RCA) investigations and ensure lessons learned are embedded
  • Lead implementation and ongoing adoption of the Quantum™ system across Japan sites
  • Work with QHSE and Reliability teams to:
    • Conduct emergency response simulations
    • Validate business continuity and incident response plans

Client & Stakeholder Engagement

  • Serve as the primary technical interface with client technical teams
  • Support client reporting related to:
    • System reliability and lifecycle
    • Incident trends and mitigations
    • Capacity and performance metrics
  • Participate in client meetings, audits, and governance forums as the technical representative

Maintenance, Systems & Asset Management

  • Oversee:
    • CMMS implementation and data quality
    • Critical spares strategy
    • Permit‑to‑Work / Authorization‑to‑Work compliance
    • Capacity management reporting
  • Ensure Essential Maintenance Periods (EMPs) are well planned, executed, and communicated

People, Capability & Continuous Improvement

  • Support development of site engineering teams through:
    • Technical assessments and gap analyses
    • Training plans and competency development
  • Build a network of technical champions within Japan to support scalability and resilience
  • Contribute to succession planning and technical capability uplift


Qualifications & Experience

Essential

  • Higher Diploma / Associate Degree in Mechanical, Electrical, or Building Services Engineering
  • 8–10+ years’ experience in data centres or critical engineering environments
  • Strong working knowledge of electrical critical infrastructure
  • Deep understanding of HVAC systems in mission‑critical environments
  • Experience operating under permit‑to‑work and change control regimes
  • Language Skills with business level of Japanese and English

Desirable

  • Degree in Mechanical or Electrical Engineering
  • Chartered Engineer or equivalent professional accreditation
  • Authorizing Engineer experience
  • Familiarity with Japanese regulatory frameworks:
    • Industrial Safety and Health Act
    • Electrical and Fire safety regulations
    • Local authority and client audit requirements
