Overview
We are seeking a dynamic Technical Program Delivery and Operations Manager to direct and streamline cross-workstream efforts across our Operate, Expand, and Modernize capabilities. This role focuses on standardizing program management processes, integrating agile methodologies and advanced automation tools, and driving program excellence while ensuring robust stakeholder alignment and value delivery.
Key Responsibilities
- Cross-Workstream Integration:
Direct and coordinate activities across multiple workstreams within the Operate, Expand, and Modernize frameworks. Standardize management processes and integrate agile practices and automation to optimize delivery, enhance reporting accuracy, and maintain strong stakeholder engagement. - Automation-Driven Program Delivery:
Lead day-to-day program operations by leveraging AI-powered automation tools (e.g., Smartsheet) to improve tracking, reporting, and workflow efficiency using innovative automation solutions to elevate team productivity. - Governance & Process Improvement:
Refine and enforce program management governance and standardized processes, ensuring greater consistency, transparency, and agile alignment across all initiatives. - Contract & Financial Management:
Oversee client contracts and program finances, guaranteeing alignment with organizational objectives and full compliance with applicable requirements. - Executive Communication & Reporting:
Develop and deliver presentations and reports to clients, providing strategic insights, status updates, and actionable recommendations to ensure ongoing program success and value realization. - Cross-Functional Collaboration:
Collaborate closely with offshore teams and cross-functional teams to support project intake, maintenance, and reporting needs. Facilitate seamless end-to-end execution and enhance overall stakeholder engagement throughout the project lifecycle.
Our Cyber Strategy & Transformation offering develops and transforms cyber programs in line with a client's strategic objectives, regulatory requirements, and risk appetite. It keeps the enterprise a step ahead of the evolving threat landscape and gives stakeholders confidence in the organization's cyber posture. Includes design of the cyber organization, governance, and risk assessments.
Required Qualifications
- Proven experience in program or project management, ideally within technology-driven environments
- Strong expertise with agile methodologies, workflow automation, and tools such as Smartsheet or similar
- Experience managing client contracts, budgets, and program finances with a focus on compliance and strategic alignment
- Exceptional communication skills, with demonstrated ability to develop and deliver executive-level presentations and reporting
- Demonstrated success in cross-functional collaboration and stakeholder management
- Master’s degree required; advanced degree or certifications (e.g., PMP, Agile, Six Sigma) preferred
- Ability to travel up to 50%, on average, based on the work you do and the clients and industries/sectors you serve
- Limited immigration sponsorship may be available.

- Hands-on experience with technical project management, especially coordinating across tech-driven teams and complex systems
- Solid foundation in data science concepts—comfortable working with data, interpreting metrics, and supporting data-driven decisions
- Practical exposure to AI implementation, whether through automation tools, machine learning projects, or integrating AI solutions into everyday team workflows
- Advanced proficiency in project management software and dashboarding tools.
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $144200 to $265600.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
