The Microsoft Threat Intelligence Center (MSTIC) actively tracks hundreds of threat actors worldwide spanning nation-state actors, financially motivated actors, private sector actors, and emerging threats. We work with dozens of partner teams internally and dozens of external partners facilitating applied intelligence processes to deliver leading intelligence products. Core to all our impact is our people; working across various disciplines in concert with world-class collections systems and data to identify and track threats, resulting in intelligence production and threat disruption at world-scale.

We are looking for a Technical Program Manager II - Intel Operations to join to our team. In this role, focusing on MSTIC intelligence operations, you will work with our area leads to execute on intelligence operations tasks, requirements, and production needs across all intelligence operations efforts within MSTIC. You will be working in two primary areas: maintaining and improving our intelligence framework processes by managing both strategic analysis requirements and facilitating our requests-for-information (RFI) processes, as well as building and maintaining business processes to improve efficiency and capability; and maintaining the data governance framework, including acquisition and provisioning of needed data sets and other tasks critical to the successful operation of MSTIC business. You will work closely with business stakeholders, data analysts, data engineers, and developers to understand data needs, define data standards, and ensure data quality and security.

Additionally, you will have the opportunity to organize, define, and maintain tracking across a significant breadth of threat intelligence capabilities, ultimately driving clarity internally and improving our ability to have impact on threat actors while serving our valuable intelligence consumers. You will collaborate with business stakeholders, intelligence team leads and analysts, data engineers, data compliance professionals, and internal consumers of intelligence to ensure we are efficient, accountable, and effective at executing toward our vision of making the world a safer place through timely and actionable cyber threat intelligence.

Qualifications

Required Qualifications:

  • Bachelor's Degree AND 2+ years of experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 1+ year(s) of experience managing cross-functional and/or cross-team projects.
  • 2+ years of experience with business management systems (Azure Dev Ops, Dynamics 365) and data analysis systems (Power BI, Azure Data Explorer, Kusto Query Language, Tableau, Grafana or similar).
  • 2+ years of experience creating clarity by combining technical, business/finance, and communication skills to synthesize and simplify complex information to create a shared understanding across teams with diverse backgrounds/skillsets and define a course of action.

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Prefered Qualifications:

  • Experience integrating AI tools into threat analysis workflows (e.g., co-pilot functions, hypothesis validation, narrative generation).
  • Background in knowledge graph construction or ontology design for cyber threat intelligence data.
  • Certifications or coursework in data science, machine learning, or applied AI.
  • Prior work in a threat intelligence fusion center, national security, or large-scale enterprise CTI team.
  • Ability to work independently and as part of a team in an agile and rapidly evolving environment.
  • 2+ years of broad experience in cyber security or threat intelligence


Technical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $100,600 - $199,000 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $131,400 - $215,400 per year.

Responsibilities

  • Manage execution of our requests-for-information business processes, ensuring the team is capable of efficient and effective intelligence production for consumers across Microsoft. Drive prioritization and task management for MSTIC across all analysis teams.
  • Translate tactical and operational needs into tasks for MSTIC intelligence teams. Scope and communicate requirements to analysts to enable effective threat analysis.
  • Track and document data access requests of MSTIC, including managing data request processes and the internal tooling and systems necessary to use the data.
  • Leverage tools and resources to report on compliance and privacy for MSTIC curated data, develop artifacts to support compliance and privacy inquiries.
  • Translate business requirements into technical specifications, including data streams, integrations, transformations, and databases.
  • Communicate effectively with team members, stakeholders, and customers to create partnerships while understanding impact, satisfaction, and overall feedback.
