Oracle's Data Center Organization is seeking a Data Center Project Controls Senior Program Manager with expertise in project control to join our growing team as we aim to enhance our project management capabilities. With the rapid expansion of Oracle's data center footprint, we are committed to improving our project tracking and control processes to ensure timely and efficient deliveries for our customers.

The Senior Program Manager will play a critical role in establishing and supporting the Project Controls function, which is responsible for monitoring and managing various aspects of data center projects, including cost, schedule, risk, and performance. This position requires a highly organized and detail-oriented individual with strong program management skills and experience in project control tools and methodologies.

Responsibilities: Systems Ownership & Governance

  • Support the end-to-end governance of Project Controls systems, including Primavera Cloud and Oracle Unifier.

  • Configuration of systems to enforce global standards for schedule, cost, change, forecasting, reporting, and controls.

  • Support business system owner, accountable for system configuration, usage standards, and lifecycle management.

  • Establish decision rights, approval hierarchies, and change-control processes for both system and AI-related enhancements.

  • Protect system integrity by prioritizing requirements and explicitly declining low-value or high-risk requests.

Process Improvements

  • Analyze end-to-end data center construction processes to identify gaps, bottlenecks, and opportunities for optimization.

  • Lead development and implementation of standardized workflows, templates, and best practices across programs and regions

  • Drive continuous improvement initiatives focused on schedule predictability, cost control, change management, and risk mitigation.

  • Partner with Project Controls to improve forecasting accuracy, reporting consistency, and KPI adoption.

  • Facilitate cross-functional workshops (Lean, lessons learned, retrospectives) to capture insights and convert them into actionable improvements.

  • Support change management and adoption of new tools, systems, and processes across delivery teams

  • Track and report measurable outcomes of process improvements (time savings, cost avoidance, risk reduction)

  • Ensure alignment with governance, compliance, and enterprise standards while maintaining flexibility for regional execution.

Data Quality, Reporting & Controls Accountability

  • Analyze and support the quality, integrity, and consistency of schedule, cost, and forecast data across systems and AI-enabled outputs.

  • Ensure CAPEX/OPEX cost reporting is accurate, auditable, and aligned to executive expectations.

  • Support global reporting for the data-center fleet, specific to data-center fit-out programs.

  • Establish validation rules, data controls, and exception management processes across both traditional reporting and AI-generated insights.

Stakeholder Management

  • Support senior leadership by delivering clarity, discipline, and reliable insight.

  • Manage competing global priorities while maintaining governance and data integrity.

  • Communicate complex system and AI concepts clearly to non-technical stakeholders.

Range and benefit information provided in this posting are specific to the stated locations only

US: Hiring Range in USD from: $78,000 to $158,200 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

Requirements:

  • 8+ years of experience in project controls or a similar Project Management field.

  • Familiarity with float management, critical path method (CPM), and sequencing logic.

  • Strong communication skills: ability to synthesize complex data into clear updates for internal and external stakeholders.

  • Strong understanding of project management principles, including cost, schedule, risk, and change management.

  • Work closely with project managers and stakeholders to align project control efforts.

  • Proficiency in creating and analyzing project KPIs and performance reports.

  • Excellent data analysis and reporting skills, with the ability to interpret complex data and communicate insights effectively.

  • A bachelor’s degree in a relevant field such as Project Management, Engineering, or a related discipline.

  • Ability to work independently and manage multiple projects simultaneously in a fast-paced environment.

  • Experience with data centers, high-tech infrastructure, or mission-critical facilities strongly preferred.

  • Demonstrated ability to identify and implement process improvements that enhance the efficiency, accuracy, and scalability of project controls functions. Ideal candidates proactively analyze workflows, recommend refinements, and contribute to building a healthy, iterative project controls environment.

  • PMP or other related certifications are a plus.
