Qualifications
- Bachelor’s degree in healthcare administration, business, education, project management, or related field and typically 8+ years of relevant experience (or equivalent combination of education and experience).
- Demonstrated success managing complex, multi-site programs/projects with external client stakeholders—preferably within healthcare, government, education/training delivery, or regulated environments.
- Strong command of core project management disciplines: scope/schedule/budget management, risk & issue management, integrated planning, dependency management, governance, and stakeholder communications.
- Experience with resource management for distributed teams, including internal/external staffing coordination, utilization planning, and trainer/certification workforce operations.
- Proven financial management capability: forecasting, variance analysis, time/expense governance, and contract/task order compliance.
- Experience coordinating supplier/third-party resources and deliverables (e.g., contractor staffing, vendor performance tracking, SOW/task order alignment).
- Ability to produce and present clear executive-level materials (status reports, decision papers, risk summaries) and confidently brief senior client and Oracle leadership.
- Strong communication, facilitation, and negotiation skills; able to influence in a matrix environment and drive outcomes across cross-functional teams.
- Proficiency to Advanced with Microsoft 365 tools, including strong Excel skills (analysis, pivot tables, reporting) and PowerPoint for executive communication.
- Ability to travel up to 80%; flexibility to work irregular hours, nights, and weekends as required.
- Preferred location: Kansas City, MO area, or willingness to travel regularly to Kansas City to support training delivery work in addition to other destinations.
- US Citizenship required with ability to obtain and maintain applicable government clearance(s); employment contingent upon obtaining and maintaining Public Trust clearance (and/or other required clearances based on assignment).
- Preferred: PMP, PgMP, or equivalent project management certification (or equivalent demonstrated experience leading complex initiatives).

US: Hiring Range in USD from: $87,000 to $178,100 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. - Own end-to-end project management operations across large-scale, multi-site deployments (hospitals/clinics), ensuring delivery quality, timeliness, and compliance with contractual requirements.
- Manage day-to-day execution against task orders: scope, schedule, budget, deliverables, and acceptance criteria; ensure adherence to Oracle methodologies, policies, and governance.
- Lead certification execution planning (requirements, dependencies, milestones, readiness criteria) and drive cross-functional alignment with internal stakeholders (delivery, design, product, compliance, finance) and VA counterparts.
- Direct resourcing strategy and execution for internal and external trainers/certification staff, including demand planning, onboarding/readiness, utilization, backfill planning, and schedule optimization.
- Oversee time and expense planning and controls for assigned efforts; validate estimates, monitor burn, reconcile forecast vs. actuals, and implement corrective actions to address variances.
- Manage and monitor third-party/supplier performance where applicable (SOW/task order alignment, staffing fulfillment, deliverable quality, and issue resolution) in partnership with procurement/vendor management.
- Maintain and actively manage the Integrated Master Schedule (IMS); identify risks to critical path, drive mitigation plans, and ensure accurate status updates and change impacts are communicated.
- Proactively identify, assess, and manage project risks, issues, assumptions, and dependencies; facilitate timely escalation and resolution using defined governance channels.
- Prepare and deliver executive-level communications (status, risks, financials, decisions needed) for internal leadership (Sr. Manager/Oracle Executive) and client stakeholders; lead PMRs, MSRs, and performance management forums as required.
- Coordinate development, review, and submission of contractual deliverables by engaging SMEs/content owners; ensure deliverables are complete, compliant, and client-ready.
- Initiate, document, and route Work at Risk approvals and related governance artifacts; ensure decisions and approvals are captured and auditable.
- Drive continuous improvement by capturing lessons learned, standardizing best practices, and enhancing repeatable processes, templates, and reporting for VA Certification operations.
- Mentor and provide day-to-day direction to project team members and peers; foster accountability, collaboration, and high-performance delivery behaviors.
- Travel up to 80% to support VA learning delivery/certification events at hospitals and clinics; flexibility for nights/weekends as mission needs require.
