Oracle Health Government Services is seeking a skilled Federal Program Operations Analyst to join our mission-driven organization. In this role, you will be responsible for end-to-end program execution across logistics and financial operations for Oracle Health programs under the VA EHRM contract. The role ensures alignment across Task Orders, project numbers, invoicing, and subcontractor financials, while maintaining visibility into shipment activities, invoice status, and program performance. This position drives data-informed decision-making through reporting, continuous monitoring, and process improvement, ensuring timely execution, compliance, and audit readiness. The ideal candidate will have a solid understanding of federal contracting rules and regulations, compliance, program management, financial management and be comfortable operating within a highly regulated environment. You will collaborate with cross-functional teams—both internal stakeholders and client partners—so familiarity with federal contracting, financial management, logistics, risk management, and program management best practices is essential.

Range and benefit information provided in this posting are specific to the stated locations only
US: Hiring Range in USD from $29.42 to $60.63 per hour; from: $61,200 to $126,100 per annum. May be eligible for equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

The Program Operations Analyst supports operational logistics and financial execution across Oracle Health programs under the VA EHRM contract, ensuring alignment with Task Orders (TOs), project numbers (PNs), and stakeholder requirements from initiation through closeout. The role coordinates hardware shipment activities, including stakeholder communications, delivery tracking, and validation with site points of contact, while maintaining compliance with standardized processes and ensuring accurate inventory intake.
The analyst plays a key role in financial operations and project lifecycle management, supporting the creation and tracking of project numbers (PNs) to ensure readiness for execution and billing. This includes identifying risks related to delays and partnering with finance and TO owners to maintain alignment with contract requirements. Responsibilities also include supporting Task Order invoicing and closeout, ensuring accurate shipment-to-invoice alignment, preparing documentation, and coordinating with finance teams and TO Mgmt. teams for timely invoice submission and certification.
The role manages Subcontractor (SubK) invoice tracking and reporting. Additionally, the analyst develops and maintains invoice tracking, reporting, and data analysis, providing visibility into invoice status, aging, and financial risks. The position supports report creation and data-driven insights for program leadership, while ensuring audit-ready documentation, continuous monitoring, and process improvement across logistics and financial operations.

Education, certifications, or experience (preferred/required):
· Bachelors plus a minimum of 5 years with project management experience
· Previous risk management experience preferred
