Job Summary
This recruitment will be used to fill one full-time Operating Systems Network Analyst, competency level 2, position for Infrastructure Services at Oregon State University (OSU).

This position functions within a collaborative, team-based IT environment and plays a critical role in delivering telecommunications support and service coordination across Oregon State University. The incumbent is responsible for administering and maintaining the university’s telecommunications service and billing platform (PCR-360), ensuring data integrity, system availability, and accurate financial processing for all voice-related services.
Key responsibilities include coordinating service requests, analyzing customer needs, providing technical consultation on voice and messaging solutions, and managing billing data migrations from external vendors. This position evaluates new technologies and vendor offerings to support cost-effective, service-oriented decision-making while helping customers understand charges and optimize communication services.

The role provides technical support for complex voice service environments—including voicemail, directory systems, and messaging platforms—and ensures timely response to service orders, billing inquiries, and infrastructure upgrades. In addition, the position provides guidance to other technical professionals and supports the broader mission of UIT by promoting operational excellence, financial transparency, and effective customer engagement.

Key Responsibilities
20% – System Administration and Data Management
Administers user access and permissions for the Customer Center portal in PCR-360. Maintains and updates user records, supports client-facing database tools, and communicates system availability. Conducts regular audits to ensure accuracy and integrity of PCR-360 data. Provides input into system design and testing processes, and coordinates scheduled system updates and migrations in collaboration with UIT technical teams.

20% – Evaluation, Research, and Billing Integration
Assesses user needs, evaluates systems, and researches new communication technologies to recommend cost-effective solutions. Analyzes and migrates billing data from wireless carriers and third-party providers into the Telecom Billing system. Monitors Lumen services and ensures accurate integration of vendor billing information. Uses PCR-360 to provide detailed charge breakdowns for users and clarifies billing discrepancies, including one-time and recurring charges.

20% – PCR-360 Administration and Customer Support
Coordinates and administers PCR-360 database services, including feature enablement and service configuration. Establishes and refines operating procedures to ensure consistent use of the platform across the university. Provides responsive customer service and technical support to users with PCR-360-related questions or service requests.

10% – Technical Consultation and Solution Design
Serves as a subject matter expert to end users, providing guidance, service recommendations, and configuration proposals to meet communication and network requirements. Evaluates the cost-effectiveness of services and responds to customer inquiries regarding phone, voicemail, and related systems. Collaborates with vendors, consultants, and contractors to identify optimal technical solutions that align with operational needs.

20% – Service Order Management and Financial Oversight
Reviews, analyzes, and approves customer service requests for changes to voice and messaging services. Collaborates with customers to clarify service needs, propose alternative solutions, and verify accuracy of service orders prior to fulfillment. Audits telecommunications vendor invoices and facilitates cost allocation to appropriate customer accounts via the billing system.

10% – Training, Documentation, and Knowledge Sharing
Develops and distributes instructional materials to help end users understand and use telecommunications services effectively. Recommends and implements improvements to training procedures and materials. Provides technical guidance and informal mentoring to other Telecommunications Analysts based on deep knowledge of tools, systems, and departmental procedures.
What We Require

This classification requires a basic foundation of knowledge in operating systems programs, maintenance, systems administration, and network systems that would normally be obtained through a bachelor’s degree, preferably in computer science, engineering mathematics, telecommunications or a related technical field, or equivalent technical training and/or experience.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
What We Would Like You to Have
  • Experience working with telecommunications service and billing platforms, such as PCR-360 or similar enterprise systems.
  • Demonstrated knowledge of telecommunications infrastructure, including voice, voicemail, messaging, and mobile services.
  • Familiarity with interpreting and auditing telecom vendor invoices, cost allocations, and service contracts.
  • Strong analytical skills with experience evaluating user needs, system performance, and service request to recommend cost-effective solutions.
  • Proven ability to manage and maintain complex technical databases and coordinate system updates or migrations.
  • Customer service experience in a technical support or IT service environment, including consultation and training.
  • Experience working in a higher education, public sector, or large enterprise environment, including consulting and training.
  • Understanding of PBX environment
Working Conditions / Work Schedule
This position will work a typical Monday – Friday schedule located on the Corvallis Campus.

Modality:

Hybrid: This position is designated as hybrid, working both on-site and remotely. The exact amount of on-site and remote work and schedule will be discussed with the supervisor. Hybrid work is dependent on business needs. It is anticipated that the selected individual will be on-site for the first few months.
