SAP Government Affairs is SAP’s single point of contact for all interactions with government entities to drive business development and mitigate policy and regulatory risk. We engage with government officials, regulators, legislative bodies, and business associations at the regional, national and international level. We advocate for SAP’s specific interests, monitor and mitigate policy and regulatory developments and identify opportunities, contributing to market shaping and business opportunity creation.

About the Position

Overview

SAP is seeking a proactive and detail-oriented Senior Manager and Policy Analyst who will play a crucial role in supporting our company's U.S. Government Affairs team by coordinating internal and external meetings, preparing briefing materials, tracking legislative developments, and providing policy analysis and assisting in executive branch advocacy efforts. The ideal candidate is a proactive and analytical individual with a strong foundation in public policy and a passion for technology. This individual will possess exceptional organizational skills and is adept at managing multiple priorities in a fast-paced environment. This role offers the opportunity to be at the forefront of policy development, working closely with government officials and internal teams to influence decisions that shape the future of enterprise software solutions in the public sector.

Key Responsibilities

  • Assist in developing and executing strategies to engage with executive branch agencies and officials.
  • Represent the company in meetings with government officials and staff to communicate policy positions and support relationship-building efforts.
  • Coordinate meetings and communications with federal agencies relevant to our public sector business.
  • Assist in drafting testimony, comments on regulations, letters to Congress, and other correspondence related to federal policy action which is both directed and reviewed by senior policy staff.
  • Support senior policy staff with engagement and building relationships with U.S. Congressional offices, federal agencies, and industry coalitions.
  • Assist in organizing and preparing for lobbying meetings, fly-ins, and other advocacy events at the direction of senior staff.
  • Conduct stakeholder mapping to identify and analyze key business entities, trade associations, and partner organizations to support strategic engagement and advocacy efforts.
  • Support the development of advocacy materials, presentations, trainings and reports.
  • Provide administrative support as directed for the maintenance of internal and external documents, public-facing webpages, and other related items.
  • Convey detailed policy information in a clear and concise manner at the direction of senior policy staff, in a variety of manners – written publications such as blogs, white papers, briefs, and other memos.
  • Coordinate internal meetings and briefing materials.
  • Assist with public policy analysis and advocacy by providing redlines and summaries, tracking relevant legislation, drafting letters and reports, and other activities as directed.
  • Develop and execute a comprehensive strategy to increase SAP America PAC participation and contributions among eligible employees, including targeted outreach campaigns, educational briefings, and incentive programs that align with SAP America’s vision and public policy priorities.
  • Ensure PAC activities meet all legal requirements while strengthening relationships with policymakers, trade groups, internal stakeholders and peer companies to advance SAP’s political and policy objectives.
  • Edit and proofread letters, reports, and other various documents for appropriate spelling, grammar, and punctuation.
  • Update and maintain government affairs goals, accomplishments, and legislative tracking dashboards.
  • Perform other duties and administrative support as assigned.

About You

We are looking for an individual that will make a difference. This might be you if you meet the following criteria:

Qualifications

  • Bachelor’s degree or higher in political science, public policy, law, or a related field.
  • A minimum of 5 years of experience in government affairs, public policy, or related field, including roles such as Capitol Hill staffer, federal agency employee, corporate or association lobbyist.
  • Familiarity with U.S. legislative and executive branch processes, structures, and functions, with an understanding of key technology policy areas pertinent to SAP.
  • Strong understanding of public policy issues impacting the enterprise software sector.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite and familiarity with legislative tracking tools.
  • Ability to manage multiple projects and meet deadlines in a fast-paced environment.
  • Attention to detail and strong organizational skills.
  • Excellent interpersonal skills, both written and oral, with the ability to develop strong points of view based on research and confidently communicate, express and debate those views.
  • Demonstrated ability to manage projects from conception to execution, with strong prioritization, leadership, and consensus-building skills.
  • Experience in developing, managing, or supporting a corporate Political Action Committee (PAC), or equivalent experience in political fundraising, campaign finance compliance, or advocacy program development within a corporate, trade association, or political environment.
  • Resourceful and decisive during times of ambiguity, with flexibility to work independently and in structured team environments.
  • Self-starter with the conviction to push ahead and the humility to seek assistance when needed.
  • Experience in the executive branch, either the White House or a federal agency, and knowledge of the federal budgetary process are advantageous but not required.
  • This position is expected to involve activities that meet the threshold for registration under the U.S. Lobbying Disclosure Act (LDA), and the successful candidate will likely be required to register as a federal lobbyist in compliance with LDA reporting requirements

Compensation Range Transparency: SAP believes the value of pay transparency contributes towards an honest and supportive culture and is a significant step toward demonstrating SAP’s commitment to pay equity. SAP provides the annualized compensation range inclusive of base salary and variable incentive target for the career level applicable to the posted role. The targeted combined range for this position is 100,000-216,000 (USD) USD. The actual amount to be offered to the successful candidate will be within that range, dependent upon the key aspects of each case which may include education, skills, experience, scope of the role, location, etc. as determined through the selection process. Any SAP variable incentive includes a targeted dollar amount and any actual payout amount is dependent on company and personal performance.
