Candidates must be within a commutable distance to Herndon, VA. This is a hybrid role with 3 days per week in the office.
SAP NS2 is seeking a highly driven, and self-directed security professional to fill the role of Assistant Facility Security Officer (A/FSO)/Contract Program Security Officer (CPSO). The A/FSO/ CPSO position is a crucial member of the security team, and the duties and responsibilities span a customer base of the Defense Counterintelligence and Security Agency (DCSA), the Department of Defense (DoD), members of the U.S. Intelligence Community, other U.S. Government entities, international clients, and commercial partners.
The A/FSO will be responsible for the development, implementation, and oversight of the organization’s security program in compliance with applicable federal regulations, including the National Industrial Security Program Operating Manual (NISPOM), 32 CFR Part 117, and the organization’s Foreign Ownership, Control, or Influence (FOCI) mitigation instruments (e.g., Proxy Agreement or Special Security Agreement), and applicable Intelligence Community Directives (ICDs).
Role responsibilities include, but are not limited
- IC and DoD industrial security roles of a Contract Program Security Officer (CPSO) / Facility Officer (A/FSO).
- Participate in the security team’s managing of National Industrial Security System (NISS) and Defense Information System for Security (DISS) records for assigned companies (Cage Codes) of SAP NS2 and NS2 Mission. This will include Change Condition Package reporting any company and KMP updates; uploading requested data for Defense Counterintelligence and Security Agency (DCSA) audits/continuous monitoring meetings; communication with Industrial Security Representative(s) (ISR); entering annual projected security investigation numbers; and uploading of certification of Annual Self Inspections.
- As part of the security team, works to meet information and information system security requirements in conjunction with the IT Director, ISSO, ISSM, Legal, and other stakeholders to prevent, identify, and resolve security related problems, investigate security incidents, and document findings in accordance with applicable statutory and regulatory requirements.
- Manage and maintain access to Customer databases and repositories required to manage DD-254s and their associated cleared SCI and SAP personnel.
- Support SAP NS2 FSO for Foreign Ownership, Control, or Influence (FOCI) mitigation, training, and compliance update requirements, on an annual and ad hoc basis, in accordance with applicable requirements.
- Provide initial and annual security briefings and, if required, briefings for NATO and COMSEC. NATO and COMSEC updates are made in DISS and/or directly to the customers system of record.
- Support facilities and/or security team with access control badging requirements (CCURE): issuance, accountability, storage, inventory, disposition, format, and technology utilized.
- Primary support to Corporate FSO for DCSA and other customer security reviews and audits
- Support security team requirements for physical and technical security requirements encompassing perimeter controls, construction, intrusion detection systems, access control systems, vendor alarm monitoring coordination, alarm response support with our 3rd party vendor, and other related ICD-705/ICS 705-1 compliance requirements.
- Serve as a POC for cleared rooms and accredited facilities under NS2 purview. Support broader security team with reviews for DCSA and IC customer standards for accreditation, then provide recommendations to program managers and executives.
- Support annual self-inspections to maintain the physical security posture of the facility in accordance with customer Industrial Security Assessment Program (ISAP) guidelines; to include co-use and joint-use reciprocity MOAs with partner customers. Conduct inventory of classified hardware and documents, purging items that have been closed out or are no longer needed for the contract specified. Document findings on 100 percent inventoried classified management list.
- Provide contract-specific security support, ensuring full compliance with security clauses under both prime and subcontract vehicles as regulated by FAR, and DFARS.
- Assists in evaluating and updating the company Standard Practice Procedure (SPP) policy and supporting SOPs on an annual basis, ensuring subsidiary activities and functions remain in compliance with 32 CFR 117 National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), and customer statutory and regulatory requirements.
- Support the Insider Threat Plan requirements to ensure compliance. Assists in updating plan to incorporate needed revisions identified for compliance by DCSA and sponsoring government agency/cognitive security authorities.
- Engages in ongoing communications, as part of the security team, with co-workers as well as company business groups ensuring an understanding of security policies; provide oversight as part of the security team to ensure practices and procedures are followed; and support classified meetings.
- Support facility and physical security requirements, to include construction security projects, in coordination with SAP NS2 Facilities, Corporate IT, and Enterprise Security stakeholders.
Required Qualifications:
- 3+ years of professional Industrial security experience supporting the IC and/or DoD.
- Completion of DCSA/STEPP training for “FSO Orientation for Non-Possessing Facilities Curriculum”.
- DCSA and NRO required certifications.
- Knowledge of and exposure to Sensitive Compartmented Information (SCI) programs, Intelligence Community Directives (ICDs), and the National Industrial Security Program Operating Manuals (NISPOMs) with contract support addressing security policy & procedures pertaining to the following:
- Personnel Security
- Physical & Technical Security
- Document & Material Control
- Security Incidents
- Emergency Procedures
- Security Education and Training Awareness (SETA)
- Counterintelligence (CI) and Insider Threat Awareness
- Operations Security (OPSEC)
- SAP accountability
- Visitor Control
- Analytical skills: able to use prior experience and knowledge to incorporate new knowledge or information during stakeholder interactions to provide security guidance and instruction.
- Completion of DCSA/STEPP training for “A/FSO Orientation for Non-Possessing Facilities Curriculum” within 90-days of hire date.
- Demonstrated experience in MS Office, Word, and Excel.
- Ability to maintain confidentiality and handle sensitive information with discretion.
- Strong facilitator.
- Experience with CCURE.
- Demonstrates integrity, accountability, and transparency.
- Demonstrates a “can do, whatever it takes” attitude.
Desired Qualifications:
- Knowledge and practical experience of e-QIP eAPP, DISS, NISS, NBIS, TALON, Scattered Castles, and other Industry tools and applications.
- Experience with SharePoint.
- Knowledge of Closed Area Standards and Intelligence Community Directive 705.
- Strong organizational skills, attention to detail and ability to own a project, prioritize tasks, execute, and follow-up.
- Excellent conceptual and critical thinking skills; problem solver.
- Experience supporting DCSA audits
- Excellent written and verbal communication skills: able to clearly articulate ideas for executive level leadership and technical staff as it relates to the various security disciplines.

Compensation Range Transparency: SAP believes the value of pay transparency contributes towards an honest and supportive culture and is a significant step toward demonstrating SAP’s commitment to pay equity. SAP provides the annualized compensation range inclusive of base salary and variable incentive target for the career level applicable to the posted role. The targeted combined range for this position is 84900 - 185500 (USD) USD. The actual amount to be offered to the successful candidate will be within that range, dependent upon the key aspects of each case which may include education, skills, experience, scope of the role, location, etc. as determined through the selection process.
