The Export Controls/Research Security Analyst will be responsible for supporting the Export Compliance Manager in day-to-day operations in the Office of Export Controls and Secure Research Operations. This includes assisting in the reviews of awards, agreements, purchases, international travel, and visas as well as other inquiries that require a risk-based review.

Essential Duties:

  • Supports the Export Compliance Manager in monitoring regulatory changes under the Export Administration Regulations, 15 CFR 730-774, the International Traffic in Arms Regulations, 22 CFR 120-130, and the Office of Foreign Assets Control 31 CFR 501-598 and various other export control issues.
  • Provides support in monitoring and reviewing all state and federal legislation/regulations regarding foreign influence (i.e., NSPM-33, CHIPS & Science Act, etc.) to ensure compliance and anticipate future requirements.
  • Assists in the review of research proposals, contracts, awards, and all agreements including Non-Disclosure, Confidential, Proprietary Information, Data-Use, Licensing, and Material Transfer for export control issues flagged for review.
  • Develops education and training materials for training University employees to satisfy CHIPS & Science Act or other NDAA requirements.
  • Supports Technology Control Plan implementation and monitors necessary changes to security requirements and/or participation on a project-by-project basis.
  • Maintains detailed records and recordkeeping systems.
  • Performs other duties as assigned.

Job Requirements

Required Education: Bachelor's degree in a related field, AND:

  • 1 - 3 years of relevant experience in academic research, research administration, and/or compliance.

Skills:

  • Proficient in MS Word, Outlook, Excel, PowerPoint, and performing general internet and regulatory research.
  • Detail-oriented for accuracy of data and information.
  • Strong initiative to solve problems, highly organized, able to handle multiple projects and work within deadlines.
  • Proficient proofreading and composition skills.
  • Strong experience in interpreting and applying state or federal regulations or comparable legal/regulatory experience.
  • Experience in developing/maintaining databases as well as developing administrative testing procedures.
  • Excellent communication and writing skills.

Physical:

  • Sit for prolonged periods.
  • Ability to engage in repetitive motion.
  • High degree of attention to detail to analyze complex regulations and documentation.

Environmental:

  • Standard office environment.

Department Preferences:

  • Basic understanding of the ITAR, EAR, and OFAC's sanctions.
  • Experience in reading/editing contracts and agreements.
  • Experience with reviewing NSF, NIH, DoE, and DoD awards.
  • Familiarity with the Export Administration Regulations, 15 CFR 730-774, the International Traffic in Arms Regulations, 22 CFR 120-130, and the Office of Foreign Assets Control 31 CFR 501-598
  • Basic understanding of National Security Presidential Memorandum 33 (NSPM-33) and the CHIPS and Science Act along with other memorandum that impacts research security and foreign interactions.
