JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: The Business Manager is the financial/administrative officer of the Tennessee Rural Health Center of Excellence (CoE). Under the direction of the Principal Investigators and the Program Manager, this position plans, develops, coordinates, and assesses the operational, human resources, budgetary, financial and procurement, contract and grant administration, information and technology management, communications, and internal relations of the CoE.
Responsibilities
- Monitors the Tennessee Rural Health Center of Excellence (CoE) budget, ensuring compliance and alignment with the award.
- Assists with the Request for Proposal (RFP) process for planning and implementation grants.
- Manages the post-award budget, compliance, and sub-award contracts related to the grants awarded out of the CoE.
- Reviews and approves all financial transactions in the CoE, including invoice and contract payments, petty cash reimbursements, travel expenses, payroll runs, purchase requisitions, ordering of equipment, etc.
- Serves as the chief personnel officer for the CoE, managing the human resources functions, including overseeing employment processes, posting and tracking positions, employee relations, compliance, leaves of absence, and other personnel administrative functions.
- Monitors monthly accounting records and reviews costs incurred for CoE activities and major CoE initiatives.
- Projects the fiscal needs of the CoE and compares them to the resources available, and adjusts expenditures as needed.
- Approves requests for annual leave, sick leave, and personnel monthly or bi-weekly timesheets; monitors attendance and leave balances of employees.
- Collaborate with the CoE Program Manager to prepare technical and financial reports required by granting agencies.
- Maintains the COE website.
- Performs other duties as assigned.
Qualifications
MINIMUM REQUIREMENTS:
EDUCATION: Bachelor’s Degree in Business, Management, Finance, Accounting, or a related field. (TRANSCRIPT REQUIRED)
EXPERIENCE: Two (2) years of experience that includes complex budget, finance, and administration; OR Master’s Degree in lieu of experience. (Certified Public Accountant (CPA) preferred.)
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to analyze complex situations and provide and implement successful solutions.
- Ability to work independently while being a highly resourceful team player.
- Ability to develop successful teams.
- Advanced skills in Microsoft Office (Outlook, Word, Excel and PowerPoint) and Adobe Acrobat.
- Ability to handle confidential information with discretion, be adaptable to various competing demands, and demonstrate the highest level of customer/client service and response.
WORK SCHEDULE: This position may occasionally be required to work evenings and weekends. May require occasional overnight travel.
