The Department of Medicine’s Division of Allergy and Infectious Diseases (AID) has an exciting opportunity for a Temporary Program Operations Analyst to supporting the Division. The AID Program Operations Analyst position provides finance and administration, grant management, strategic planning, and communication guidance to support AID leadership. This position requires a wide range of skills including programmatic, financial and grant management expertise, and the ability to independently problem-solve, and communicate effectively with leadership team, investigators as well as funding agency representatives, administrators, financial managers, and the community. The level of direction required for this position includes independent work with occasional oversight. The level of problem solving includes identifying current problems and related technical issues, and designing short- and long-term solutions. The position will manage multiple concurrent projects and resolve financial or administrative issues in various areas. This position will develop complex budgets and financial analysis tools (annual revenue $60M) and will interact in a collaborative manner with other team members to accomplish. The Program Operations Analyst position will report to the AID Division Administrator. The position will support the financial and grant operation activities. The position provides an excellent opportunity to work with a highly productive collaborative team with strong finance and grant administration expertise. Duties and Responsibilities: Duties include, but are not limited to, the following: Financial Program Development (30%) • Design and develop complex financial reporting tools to analyze and interpret financial data for division leadership. • Create and update finance SOP’s related to operational controls for the division and develop an internal departmental financial/fiscal policies. Assess financial procedures and implement new fiscal procedures, as needed. • Participate in process improvement initiatives related to finance and research administrative functions within the division . • Develop division procedures related to transition to the new UWFT financial system. Analysis (30%) • Prepare analyses and narratives in support of program plans and budget requests; evaluate financial alternatives and recommend appropriate action. • Identify project expenditures and revenue patterns, prepare analyses and narratives in support of program plans and budget requests. • Analyze and present monthly financial reports to project spending patterns, for budgets related to clinical revenue, self-sustaining, endowment funds and gifts. • Perform complex payroll analysis to include federal salary cap, faculty effort reporting, and grant effort commitments. Financial Reporting (25%) • Develop, modify and maintain multiple record keeping systems for varied and complex sources of funding, to include self-sustaining, revenue, gift and endowment budgets. • Manage 3 large recharge centers, includes quarterly reporting and rate agreements. Develop, recommend, and/or provide analysis for annual rate negotiations for recharge centers and/or self-sustaining accounts. Meet with investigators and program managers to review quarterly revenue and expense projections to ensure recharge centers revenue and expenses align with rate agreement. • Ensure compliance with all University policies and procedures, and conduct fiscal matters according to the generally accepted accounting practices. Pre-Award Management (15%) • Responsible for preparation of research grant and contract proposals for faculty and fellows and oversight of submission process. Initiate administrative sections of proposal including but not limited to development of budgets and budget justifications. • Ensure proposals are consistent with federal laws and regulations, sponsor agreements, submission and requirements and University specific policies and procedures. • Advise faculty, fellows and staff regarding pre-award operations and processes. • Lead training and resource development efforts by providing guidance to the program members on issues such as applicable regulations, cost allowances, budget justifications and cost share requirements • Develop contacts and networks with other departments, universities, schools and offices on grant research and project proposals involving multiple institutions and coordinate all projects with the Office of Sponsored Programs. Minimum Qualifications: A Bachelor's Degree in accounting, business administration, or related field and two years of work experience in finance and budgets, or equivalent combination of education/experience. Experience can substitute for degree requirement. Additional Requirements: • Demonstrated excellent verbal and written communication skills. • Demonstrated ability to manage competing projects and multiple deadlines and priorities. • Advance Excel skills including pivot tables. • Ability to work with a high degree of reliability, accuracy, and productivity. • Strong troubleshooting and problem-solving skills. • Ability to interpret and communicate to others complex policies and procedures. • Ability to display initiative, anticipate problems, and work to their resolution. • Ability to handle sensitive and confidential information. • Flexibility in managing changing priorities and responding to unplanned activities. • Experience with UW procurement and related systems and procedures. Desirable Qualifications: Knowledge of UW, State, and various funding agency's policies, procedures, and regulations. Experience with international subcontracts a plus. Experience with University of Washington financial and grant management systems, including Workday, SAGE and Award Portal. Conditions of Employment: Position will require considerable flexibility to meet deadlines. This is a hybrid position with 2 days in office and 3 days remote.
