As a Program Lead, Vendor Manager, you will own the end-to-end governance, performance management, and strategic development of Walmart Connects Revenue Operations vendor ecosystem. This is a dual-natured role: you will drive rigorous program management disciplines across RevOps workstreams and simultaneously serve as the primary relationship owner and accountability partner for all external vendors supporting RevOps functions. You will bridge the gap between internal operational excellence standards and vendor delivery, ensuring that every vendor partner is aligned to Walmart Connect's quality bar, SLA commitments, and growth objectives.

Position Responsibilities:

Vendor Governance & Performance Management

  • Own end-to-end vendor governance for all China Revenue Operations external partners.
  • Establish and enforce vendor SLAs, KPIs, and operational quality standards (accuracy, throughput, SLA adherence, CSAT); conduct regular vendor performance reviews (weekly, monthly, quarterly) with data-driven scorecards.
  • Drive accountability for vendor performance identify underperformance early, initiate corrective action plans, and escalate to leadership when vendor delivery poses risk to advertiser experience or business outcomes.
  • Lead all vendor onboarding activities, from scope definition and tool access provisioning to SOP training, quality calibration sessions, and shadow programs; ensure vendors are ready to operate at Walmart Connect's standards from Day 1.
  • Manage vendor contracts and SOWs in collaboration with Legal and Procurement track deliverables, volume commitments, headcount ramp plans, and renewal timelines, flag risks proactively to senior leadership.
  • Build and maintain vendor relationship health, serve as the trusted primary point of contact for all vendor leadership and day-to-day POCs; foster collaborative, long-term partnerships anchored in mutual accountability.

Program Management & Operational Leadership

  • Lead end-to-end program management of vendor workstreams (keyword moderation, creative review, reporting, QA), ensuring alignment with business goals
  • Define program plans, milestones, ownership (RACI), and success metrics, while proactively managing risks and dependencies
  • Act as the central point of coordination across RevOps, Product, Engineering, and Ad Policy to ensure seamless execution
  • Build and maintain program documentation (playbooks, SOPs, transition plans) to drive consistency and continuity
  • Drive capacity planning and forecasting in partnership with stakeholders to align vendor resources with demand
  • Own program-level quality and SLA performance, leading RCA and driving sustainable improvements
  • Identify and execute process improvements, automation, and tooling enhancements to scale operations efficiently
  • Partner with Product and Engineering to influence platform improvements and enable better workflows and dashboards
  • Drive vendor capability development programs, ensuring teams are trained and aligned with evolving business needs
  • Track program performance, costs, and risks, and provide clear, data-driven updates to leadership while ensuring compliance and governance

Position Requirements:

Minimum Qualifications:

  • Bachelor’s degree in business administration, Operations Management, Computer Science, or an equivalent field.
  • 8–12 years of experience in operations, program management, vendor management, or a related function ideally within digital advertising, ad tech, e-commerce, or media.
  • Demonstrated experience owning and managing external vendor end-to-end including SLA governance, performance reviews, and contract oversight.
  • Proven program management capability experience building and running structured programs with clear milestones, RACI, risk management, and executive reporting.
  • Strong analytical and data-driven mindset ability to build performance scorecards, interpret operational metrics, and translate data into strategic decisions.
  • Excellent stakeholder management and communication skills able to influence across levels, manage competing priorities, and drive alignment in a matrixed organization.
  • Deep familiarity with digital advertising operations keyword moderation, ad policy, creative review, or reporting operations in a Sponsored Products / Sponsored Brands / Display / Video environment.
  • Experience with capacity planning, workforce forecasting, and headcount management for large operational teams.
  • Strong documentation skill’s proven ability to author SOPs, program charters, and executive briefing materials.
  • Proficiency in project management tools (Jira, Asana, Smartsheet, or equivalent) and data/reporting platforms (Excel, Tableau, Looker, or equivalent).
  • Solid understanding of vendor contract structures, SOWs, and procurement processes.
  • Bilingual proficiency in English and Mandarin (Chinese) required for effective leadership of the China team and global stakeholder engagement.

Additional Qualifications:

  • Prior experience in a hybrid Program Lead + Vendor Management role at a retail media network, performance advertising platform, or large-scale e-commerce company.
  • Experience managing vendors in a global or multi-geography context (India, US, China, or APAC).
  • Familiarity with Walmart Connect's advertising product suite (Sponsored Products, Sponsored Brands, Sponsored Video, Onsite Display, Offsite/DSP, In-store).
  • Working knowledge of RFP / vendor selection processes and strategic sourcing.
  • Experience driving automation or AI-assisted tooling adoption within an operations or vendor-managed environment.
  • PMP, PRINCE2, or equivalent project management certification is a plus.
  • MBA or advanced degree in a relevant field is preferred.
